Operational Advice, Project Design, Management & Implementation

Over 18 years at the World Bank Group (WBG), joining in 2004 as a Senior M&E Specialist and rising to Lead M&E Specialist, Africa Region, before serving as Operations Adviser in the Operations Policy and Country Services Vice Presidency (OPCS), Dr. Khatouri offered practical assistance to more than 1,000 project teams across agriculture, health, education, social protection, nutrition, water, energy, transport, environment, climate change, governance, finance, and private sector development. He took the lead in developing operational tools and guidance notes on theory of change, results frameworks, and M&E systems; designed simplified Project Appraisal Document templates for IPF and PforR operations; and supported more than 10 country teams in building results matrices for their Country Partnership Frameworks (CPFs), including close collaboration with OPCS's Country Economics team in 2021 to strengthen the outcome-orientation of Systematic Country Diagnostics and CPFs.

Monitoring & Evaluation

Dr. Khatouri had a direct hand in building the Program-for-Results (PforR) instrument in 2012 and led the 2017 Implementation Completion Report (ICR) reform in collaboration with the WBG's Independent Evaluation Group (IEG). He was the Africa Region's Focal Point for Results and M&E, played a pivotal role in the Bank-wide Results Steering Committee and the Africa Community of Practice for Managing for Development Results, and represented Africa on the Board of the Centers for Learning on Evaluation and Results (CLEAR) Initiative, funded by more than 10 development partners. He designed and delivered the Results Demystified Academy (2,000+ trained, including staff from the African Development Bank (AfDB), Asian Development Bank (ADB), Islamic Development Bank (IsDB), and Asian Infrastructure Investment Bank (AIIB)), the PforR Academy, and core and advanced Investment Project Financing (IPF) quality training.

Fragility, Conflict, and Violence (FCV) Country Experience

Dr. Khatouri's country work touches an unusually high number of World Bank-designated FCV countries: Burkina Faso, Cameroon, the Democratic Republic of Congo, Ethiopia, Guinea-Bissau, Mali, Mozambique, Niger, Nigeria, Zimbabwe, Libya, Syria, Yemen, Afghanistan, and Ukraine. His track record includes the successful implementation of complex projects and programs in fragile and conflict-affected contexts to achieve tangible development results, and he delivered on-demand training and capacity-building programs for clients across Africa, the Middle East, Asia, and Central America aimed at strengthening results frameworks and results-based management at national and sectoral levels.

Trust Funds

Represented Africa on the Board of the CLEAR Initiative, a multi-donor-funded (10+ partners) global program on evaluation and results capacity; participated in tripartite results collaboration among the African Development Bank (AfDB), the European Commission, and the WBG.
